We had this issue too. Smartview was mentioned above and that can work. You can create a report in BI publisher or OTBI to at least get the list of accounts. I like the report option b/c then you can also include the date the account was enabled/disabled, ect.

The Journal is already approved, hence there is no approval workflow issue involved. I tried clicking on Refresh button as well but still does not show data until 10 minutes. Let me raise an SR with Oracle.

That is my understanding as well. But the new journal appears in the report only after 8-10 minutes. :(

Please click on the pencil in the upper left corner. Then you can add rules and if you go back to assignees (hyperlink on the upper part of the screen) you can disable some participants.

Is there a approval workflow in progress which might be stopping it from appearing in the reports? Checking the criteria might give help.
BI reports shows real time data. It should be server issue where there is a delay in showing the data on time.
The best practice is to ensure all approvals are completed as much as they can and you can re-initiate the approval later. Approval requests dont get copied in environment refresh.

I am wondering how many time, one need to key in the accounting information manually from the sub-ledger module . It can always default from some source and setup. Additionally if you want to restrict , you can use the security rule that will suffice the need.
You can also identify the Third Party Control Account type and have the appropriate account used in appropriate subledger modules.
