    1) Does a Legal entity need to be assigned to a Ledger for it to work properly in HR?  

    especially that this step is "optional" for Legal Entities

    2) If #1 is required, does the Legal Entity needs to have a Company code assigned to them to operate properly in HCM?

    These questions might be better addressed in the HCM forum.  If you plan to use Payroll and send payroll journal entries to General Ledger, then you need to have the legal entity assigned to a ledger.
