Any agent account in OSvC that has a profile with the proper permissions for customer portal administration can access the pages.  That permission isn't license specific; usually you have administrator or developer accounts that have that permission.

When do you get the 403 error?  When accessing the page in development mode?  A little more detail on the circumstances that lead to the 403 error would likely yield better assistance.

we are making changes to  /views/pages/mobile/chat/chat_launch.php on development mode. When we are trying to save the changes we get error 403 Forbidden.

I have 2 roles on my account, one is Service Administrator and the second is Service user Role.

      Thanks

Which WebDav Client you use? Try to use WinSCP as I never have issues with it

      I am using WinSCP

Just submit a ticket to Oracle and let them investigate what's going on. I am not sure what the issue can be here...
