A couple of corrections to your cons section:
1 - You don't have to use OIC or SOA for backend - VB has the ability to create your backend objects too - these are the business objects. In addition you can access any random REST service out there - it doesn't even need to run on the Oracle stack.
2 - DevCS is actually free. You only need to pay if you are using the build functionality. The Git repository it provides is free,
