      Hi Nimal,

DB Link will use sqlnet to connect to the source DB.  So you will have to make sure from the PaaS Database instance, you will be able to connect to the listener port of your source (on-premise) Database through tcpip.

The easiest way is to have VPN connection from on premise to the DB instance in PaaS. Usually you will need make sure the DB instance is running on the IP Network that VPN is connected to.

If VPN isn't an option, you will have to make sure your on premise firewall is configured with port forwarding to forward the request to the Oracle Listener port on your source.

      Thanks,

      Werner

        Thanks Werner.

We do not have VPN option. So I guess we need to open ports as you mentioned so that on-premise DB is accessible.

        Thanks,

Nimal, yes that is the only way then.  If you have concern on the traffic through internet, you might want to consider using ssl for your sqlnet connection, which could be configured on the listener side.  If you are interested in SSL for Oracle DB, please check out link below, https://docs.oracle.com/database/121/DBSEG/asossl.htm#DBSEG09361
