      The privilege Manage Inventory Transfer Order (INV_MANAGE_INVENTORY_TRANSFER_ORDER) provides access to the Manage Transfer Orders page where you can view and update transfer orders. You cannot create transfer orders in the Manage Transfer Orders page.

      The transfer order is created from other sources such as the Supply Request Web Service, Back-to-Back, Min-Max Planning, Planning, Requisitions, and Spreadsheet Upload.

      for creating transfer order online, what access should be given?

      The answer to that depends on how you are creating the transfer order.   Please let us know how you are creating transfer orders.
