I have been meaning to post this small article for a long while now. I am glad to I got down to it now. This is after I observed a few bugs from various customers with similar symptoms all having the same antidote.
Symptom:
Requisition approval process skipping approvers (in this case during the preapproval stage). Basically this issue was seen as intermittent by customers.
Analysis:
Our development team analyzed the rules in question and noticed that there were space character " " in the Matches condition of certain rules. Once the space was removed, the rules functioned normally.
Solution:
Wherever there are free text entry points for a customer in defining approval rules, (matches condition for instance), you need to check if there are unnecessary leading or trailing spaces in the conditions. If so, try removing those and run the approvals process.
NOTE:
The above is a symptom we see more often than not and a resolution that worked in these cases. Obviously each approval related issue has its own cause and effect analysis to be made. But this article is intended as a quick check for customers to eliminate the obvious before calling for support.

Yes I have read it over some article on support portal that if anyone of the approval rule is having " " space then the approval rule doesnt work.
even i have faced the same situation for one customer, although in some cases everything remain intact still rule doesn't work and the solution which remains for us is to delete and recreate those rules.

Like i said before in the article, this is first level triage. It is not expected to take care of all approvals issues. Given that is the one simple thing customers can check, it is suggested to be done. If the matter is not resolved, you are right, there could be other causal factors and further triage may be necessary
