A list of available web services in Procurement Cloud can be found at

    Webservices

    http://docs.oracle.com/cloud/latest/procurementcs_gs/OESWP/serviceReferenceOverview.htm#serviceReferenceOverview

    File based imports

    http://docs.oracle.com/cloud/latest/procurementcs_gs/OEFBP/FBDIOverview.htm#FBDIOverview

Integration can be done using your own middleware (SOA Suite, Mulesoft) which can be on premise or indeed you use middleware in the cloud like ICS. Advantage of ICS is that some adapters are already available on ICS, but I don't think between EBS and Cloud offerings, more Saas to Saas.

OTBI is part of your cloud offering isn't it?

By the way Oracle Data Visualization (https://cloud.oracle.com/data_visualization) may also be a nice add-on to discover your data. There will be content packs for procurement created in the near future (free for use).
